    "comment": "I recognize the potential value of secure, reusable contract libraries, but this proposal does not demonstrate sufficient additional benefit to justify another 11,787,063 ADA withdrawal. The requested package combines foundational components, developer generators, and three financial reference applications while leaving important matters unresolved: final component scope, customization capabilities, hosting and operational dependencies, developer-support commitments, post-project maintenance, and costs by deliverable. Documentation and usable examples are baseline requirements, not exceptional benefits, and generating a contract or interface does not remove the substantial business-specific development, integration, operations, and security work required for adoption. The proposal also needs a clearer account of how it complements existing and already funded ecosystem tooling. My acceptable spending ceiling for this budget period has already been exceeded, and I am not prepared to support further discretionary expenditure unless it addresses an emergency or a demonstrably exceptional, time-sensitive opportunity. This proposal establishes neither. I therefore vote No."
